Issues relating to the need for facilities and space should have been planned when making the submission see Guide on Resourcing & Budgeting

Facilities may be allocated elsewhere during the time that elapses between planning for facilities and requiring them.  There is a need to get clarification on the use of space or the identification of possible alternatives before new staff or students arrive.  Along with keeping the Head of Department/School informed, it is advised you should also contact the Faculty Administrator.
